may need to use some flare nut wrenches, designed especially for doing this type of job.
otherwise if the nut heads are starting to round off, id use some good vise grips to get it apart. then u may need to go to the wreckers and find another good pipe.

If the nut rounds it's possible to by special vice grips that have sorta a trianglar top jaw which enables them to grab rounded nuts etc very tightly. Alot better than normal vice grips.

if worst comes to worst cut it out cut the fuel line pipe each side of the filter about 5 cm back and replace with some fuel line and a normal fuel hose filter and hose clamps

If you get it off successfully, replace it with an ALLOY filter, some brands use steel and require greater torque to seal, alloy being softer seals at lower torque.

resulting in easier removal.
