Check your brake switch.

I'm sure we've covered non working cruise control threads hundreds of times... Have you tried searching for any of those first?

There is wiring in a nutshell... It's actually the wiring conversion in ED but the left hand half will suffice for what you want...

1) Gets power when you turn it on
2) Not used
3) Speed sensor... Should be a 5V square wave... Chances are you can't test this...
4) When you put your foot on the brake you should see 12V here
5) Between here and pin 6, when you press set- 120ohms, set+ 680ohms, can/res 220ohms
6) See above
7) Should have 12V with the key on
8) Not used
9) Should have 12V with the key on and if you jump on the brakes hard and fast it should go away
10) Ground

So that said... Check pins 4,5,6,9... Others should be going by what you say... One of those 4 pins isn't working as I have describe it should be... Find it and let us know and we'll point you in a direction...

Cheers,
Tim
