ford has no interest in your EL. they will not change the eprom over between clusters. Even a new car they will not do it. nobody who works at ford australia advertises they have the knowledge or skillset required to do this.
They would suggest you purchase another cluster attached to a new car. I think Ford has actually forgotten about anything older than BF. Just the nature of it. Better off finding someone local that has very good soldering skills, or have a look at a thread on here where someone hooked up a cluster to a pc and ran it on a game. the km changed as though it was actually in a car. advantage was, you could do in excess of 300 kays an hour. kays rolled over very fast. leave it hooked up for a few days, kays are what you need them to be.

Don't worry about it, I am not aware of anyone ever getting a knock on the door to have the DOT randomly inspect the kays on a cars dash.
You can notify them of the change but I doubt they will care, its a touch more important if yout putting a low km cluster in, but thats more when it comes to selling the car, make a note in the car book, date cluster changed, old reading, new reading. or be a dodgy price, keep your cluster on the side, bang it back in when it comes time for you to look at selling it and claim low kays like every dealer out there.

The ED I am driving at the moment has done 199,996 KM's. It did that about two years ago and reads the same right now. And guess what? Nothing. No one cares. Been for heaps of warrants with it. No one gives a s**t. It appears in red on the registry check sites, but you'd have to be a fool not to notice.
