I'm putting Abs & smartlock out of a wreck into my NC Fairlane. Do I need the ECU to run it all as the problem is that and the motor are gone. Any help PLEASE.

Yes you'll need the ECU, you can find these on eBay sometimes, just so you know it came out 10/92 get one later than that. I'm currently looking and converting mine to smartlock as I wanna use a BBM, let me know how it goes and what you needed.

So far I have,
    Dash from smartlock car
    ignition barrel
    ECU
    most of an engine bay loom (not sure if needed)

ECU doesn't have to be smartlock... just smartlock won't be able to disable/enable the ECU without a smarlock one. So you would only have a starter motor cut.
