Does anyone know at what temp the ecu on an ef falcon thinks is the normal operating temp

It shouldn't do anything much before the needle reaches the red section on the gauge. Anything in the "NORMAL" region should be, well, 'normal'. Personally though, I get a little concerned when it goes above half but it's still normal apparently.

Well to be exact the EL's run at optimum Temp between 92 & 95 degrees. Which means normal driving around town etc either Hot or Cold conditions the Temp needle should always hover around the "M" or the "A" give her a bit of schtick and will probably be on the "M" Though if driving up a long Hill you will find the Temp needle will sit on the "R" but this will only be a brief time. But generally if she starts sitting around the "R" to long then you got problems with your cooling system.

I've run my auto wagon and a friends auto wagon around with the inst. cluster in diagnostic mode just for testing, and they both seem to sit around 92.5 °C as indicated on the odometer, during normal driving.
