Is there any way I can measure the rocker assembly to know which one is au and which is ef/el??
Second guessing what iv put on there and what ones I have sitting around.

the best way to tell is hat a spate head, dummy fit it with cam and rockers and measure the valve lift when on cam. knowing what cam you are using, you should be aware of the amount of lift you expect to see at the valve.

Since I'm putting an au head on but with all el gear and block do I torque the head bolts to suit el or au?

You torque the head bolts to suit the gasket you are using. you should be using a MLS gasket, so, torque to AU spec.

One more question, there's no 153624 on the dizzy cap so to find number one I have it on the timing mark with 1 and 6 up TDC should the dizzy be pointing to 1 on the cap?
