When my car ('90 EA) is at operating temp, after putting my hand on the radiator i have noticed that the upper half is hot to the touch and the lower half isnt, would this indicate a blocked radiator?

Also how do i test the water pump to see if its working ?

any help would be much appreciated

Heat does rise but the E series radiators are common for a silt build up. Have it flushed and pressure tested.
