Can anyone tell me if there is a washer between the circlip and distributor housing or does the circlip act as a washer where the shaft rotates?

There is a thin washer between the drivegear and the housing. No circlip, a rollpin holds the drivegear in place.

I ment near the top of the house not the bottom where the hall effect sensor is
