cheap can mean anything from $100 for a decent filter or $1500 for a full extractors and zorst setup. In that order followed by a cam, you'll be doin alrite.

At the expense of sounding wrong I think each rwkw costs around 100 dollars.With the exception of exhaust.Based on that the best power mod over a cam is a full exhaust.
