Nope. It was available in a variant of that vehicle from the factory even though it didn't come in a wagon.
A Sydney member has fitted a 3V 5.4 to a wagon (which they never come with) and took it to the hardest bloke in the area for a blueslip. All was fine and no issues.

As the Wagon never came from factory with the turbo, I would say yes and being in NSW, I would say definatly yes.

I would agree with blue slip only. Depending on the inspector, they may check that all standard parts relating to the brakes, engine mounts and emission controls are factory
If you are unsure - RMS tech enquiries would be your best answer...1300 137 302. They may ask for the approval number, which can be found on the compliance plate.
