It looks like the lower pulley on my EF's Belt Tensioner has a collapsed bearing - does anyone know if the pulley+bearing (just bearing) can be changed or is it a complete Tensioner assembly replacement??

plastic pulleys/bearings are a complete item, cant change bearing. they are available from most auto parts shops. the tensioner pulley and idler pulley are around $15 ea

and i understand they are steel now when i replaced mine that gave me steel ones

Both steel and plastic are available i paid $25 for a set of steel ones, top and bottom tensioner pullies. Plastic was $38

Repco stung me about $44 for just the tensioner (smooth) pulley - fitted it but found the belt still ran off the front edge to touch the arm (no more horrible graunching noise tho) - removed the tensioner again and had a close look - there's some sort of spacer between the two parts of the tensioner (almost looks like nylon or something similar) - on mine it's worn entirely away on the side toward the engine centreline - so I put a washer under the mount foot on that side to get the belt tracking true until I can get another tensioner.

Yes, Repco can be a bit expensive but sometimes you have no choice as Bursons aren't open on a Sunday. Paid $40 for the 2 pulleys at Bursons and they are Nuline brand made from steel with removable bearings (manufactured just down the road at Precision parts). Paid $36 at Repco Penrith (that was after showing my trade card) for 1 EB idler pulley for mums car.
