when engine is running, it makes a whining noise that sounds like it could be the belts or something. when i flatfoot it, the noise gets louder. is it something to worry about, or is it just normal?

Remove the belt and spin the pulleys first just to make sure none of them are stuffed. You'll know if they are, as jerrytorry said, they will have a grinding noise. The idler pulley on my old man's XR has just gone recently and has a faint whine which increase with revs. It now sounds like it has a small blower under the hood which actually sounds quite nice

my eb makes a whining noise too and its a good strong motor, so i don't think it's much to worry about, unless its more of a grind or squeal

Pretty straight forward. Remove the intake snorkel, remove the thermo fans, get yourself a a breaker bar with a 3/8 drive fitting and insert it into the 3/8 drive hole on the tensioner assembly. Release the tension and remove the belt. There should be a sticker on the underside of the bonnet showing how the belt looks when it goes back on so you should be right

take the belt off and run the motor for a few seconds.

If it is silent, check the addons, pulley, power steering pump (most likely) alternator and AC.

If the noise is evident when the belt is off, it'll be the timing chain, guides or even aux gear hitting the timing cover.
