Balancer has to come off, get your hands on a harmonic balance puller. Tis the only way.

I motor is out of car, Jam the flywheel. If in the car put a socket on a breaker bar, jam it on the ground and hit the starter. WARNING. make sure you get all the engine rotation and bar the right way.

Here's some tips in this thread. Also how to go about the crank seal which you may as well do while off.

Your only option is a rattle gun or jam the flywheel through the starter motor opening. This is why you must remove the items in the correct order. You could try screwing two long gigh tensile bolts into the balancer, jam a bar between them to stop the motor spinning. Good chance the bolts will bend. Last resort heat.

If you are going to do that, release the chain tensioner, cut the chain and pull it off the crank pully. Then you can do the starter motor trick.
