sounds like your ics on top of your throttle body or your base idle to low

Is there some sort of adjustment i could do that i could raise the base idle?

Take the ics off and clean it

there is a little screw on the side where the cable is, you just screw it in to adjust, it holds the throttle open more . but make sure your car is at normal temp before adjusting and just take a note of its original position
