Hammer a screw driver into it and wedge it out
Buy a new brass one the same size and using a socket that is the inside size and hammer it in carefully and straight until is sit in like the other ones.

If one welsh plug is failing then the others are not far behind, As said use some stag on them to seal them in. Don't forget there are some under the intake manifold and 1 or 2 in the rear of the block that will require the transmission to be removed.
