Porting generally means enlarging and/or reshaping of the ports on the head. The stock heads are very good as far as factory heads go, and IMO its not worth doing unless you have a cam/engine combo that can use the extra flow. There is also a downside to porting as the low rpm performance can suffer (especially if not done right).
here is a stock e-series intake port and here is a ported intake port If you have the head off already, port work will start at about $400.

so is that 400 including 12 ports? or is it just the intake 1's.
Also, does polish mean that the ports are made smooth for less turbulence?

400 is for 12 ports
Only the exhaust ports get polished, the intake ports need to stay a little rough (see pic) to help keep the fuel from forming droplets on the walls.

a engine with a rspec3 cam, valve springs, 2.5" exhaust and extractors see much improvement with port work?

Id say you wouldnt gain anything, but would probably lose it little down low. In any case you cant put a kw figure to it - it doesnt really work that way. It depends on what work is done - did they just enlarge the ports, if so how much, was the shape of the bowl and throat modified, what was done to the valve seats, what was done to the valve boss' and stems. Bigger is definately not better. And then you have to keep in mind that what looks good and what flows good doesnt guarentee rwkw. Ive seen a couple of heads that have lost around 5rwkw compared to stock.

in that case what head work would u suggest for a good power gain?

I personally wouldn't, but if you really want to do something to the head you could fit 41mm exhaust valves (if it hasnt already got them) with a multi-angle valve job and fit an AU head gasket to up the compression (better than shaving the head).
