1990 3.9 Fairmont Ghia,Power steering is starting to make noise,fluid level is good.Any idea's?

Judging by the noise you have described I would have to say everything is working fine.
Srsly man. What noise is it making.

How long has it been since the fluid has been completely changed in the power steering system? It might be time to change the fluid. If the pump has been leaking & allowed to run a little low, it might have air in the system.

belt may be slipping, pump could be on its last legs.. to name a few.

if its a muffled howl, I would look towards the pump, if its not muffled I would look at your belts, get some belt conditioner, spray it on, if it stops then you will get a bit more out of it, but change your belts.
