Check to see if your brake lights are working. Also the switch and plug going into the side of the brake master cylinder.

Check the switch on the side of the master cylinder is less than 1 ohm with a multimeter. Disconnect the CC servo plug (engine bay next to brake master cylinder)and put the multimeter between pins 5 and 6. Push the set+ (accel set) button and you should have 646 to 714 ohms resistance.

As mentioned, make sure brake lights function and your horn works (horn supplies 12V to switches).

What about the switch on the side of the master cylinder? If you have 12V on pin 9 of the cc servo plug, that switch is ok (ign on).

Sounds spot on.

When you got the 676 ohms pushing the set+ switch, did you rotate the wheel from lock to lock?

I'd say your cruise control servo unit is stuffed. Just about everything else has been checked. The one thing that is hard to check is the input from the vehicle speed sensor. If your speedo is working and the car running normally, I would say it is ok. The only other thing you can try is a resistance check from pin 6 to pin 10. Should be greater than 1 ohm. If that checks out, time for another cc servo from the wreckers.
