The HLA is meant to be slightly of to one side. What this does is allow the tip of the HLA to move/rotate and avoid uneven wear.

Thanks for the replys,
i also wanted to ask if anyone knows, is it normal for some of the rocker arms to be tighter to move than others? The rocker arms in the middle of the rack seem to have a bit of play and the outside arms been hard to move, i would say that this shouldnt be.. but im not a machanic so any replys would be much appreciated. thankyou.

Iv'e had my rocker gear off quite a few times and all the rockers move equally. There shouldnt be any variation in how the rockers move, it might be worth dismantling the rocker gear cleaning every thing checking all the parts and reassembling, I have done this when I replaced a brocken rocker but there are a lot of pieces that need to go back in the right order. The gregory's manual has an exploded view of the rocker assembly, definately recommend having something like this around. Good luck.
