ill assume its an e series sedan...

cut the metal ring with tin snips its not needed...

then get a long screwdriver or similar and with a hammer knock the top plastic cover anti-clockwise until loose then unscrew

Its a bit of a mission but with a mate, two short thin hunks of wood and two hammers you can both gently tap the flanges to unscrew the top. If you hit it to hard you can damage the plastic. It takes a lot of messing around though but if you don't know how to make the tool then that would be your best bet. When I did it I replaced my dead pump with a near dead pump in my ebxr6 so i took it in to get it replaced by a mechanic fearing i screwed up.... As it turns out what i did was fine but i needed another pump.... When i did it it cost $25 the mechanic $320...

You should use a special tool, so as not to wreck the retaining ring....it is only plastic.
As for the comment about the " Not needing the steel clamp".....why would have Ford pay out $1 per vehicle to have one fitted if it didn't need it?????.... .....if Ford could save $1 per vehicle, they would.

Wish I had a mad sensor  sorry, couldn't resist...

Just make sure that when you put the plastic ring back on, you do it up REAL TIGHT or you will get a fuel leak.

the clamp is a safety item.. incase of unexpected pressure build up or accident impact,
the clamp locks the ring in position stoping the ring being forced out..
