Is there a way to test the ISC controller without fancy diagnostic equipment and without replacing it with another?

I have a suspicion that mine is getting stuck open occasionally.

I tested the resistance which came out at 11.2 / 11.7.

The workshop manual I have (for an EF) says the resistance should be 9.6 give or take 10% so mine is out of range for an EF not sure if an AU one is the same. Im also dont have much confidence in my multimeter.

It looks as though the valve is always partially open even when it is unplugged. Should it be closed completely?

If I apply 12V to it should it completely open or shut?
