How long has the engine being running since you put the new lifters and rockers in? Could be just lifters being they are new and not filled with oil yet if the engine has been run for less than a day or so.

Take it for a drive at light throttle and re-check oil level. Does tick get louder at RPM or is it constantly the same? Injectors are quite noisy when at idle. if you know someone else with an EF lift the hood and listen to his at idle to see if it is just injector noise or something else!

if you put in a regrind cam you need to have 2 factory thickness shims in each rocker arm. from factory they have one so your rocker gear would have to have at least one in each arm.
if they weren't put in that'll be what your tick is. the first time i changed a cam i didn't do it and the tick was horrible. fix it asap or you'll snap a rocker arm

Yes shims will make a huge difference, assuming its a REGRIND cam, without an extra set of shims it will cause the lifters to lift completely off the valves and slap down again causing the "ticking" i think itll even reduce ur performance too as i dont think the valves even open completely, you definently need an extra set of shims if its a regrind.
