Might require a bleed of the power steering system.
Check to make sure you have enough fluid in your power steering pump and check to see if you have any leaks. Failing that you may have a bad power steering Hi pressure hose.

is it mostly happening like say, in a parking lot/going slowly?

mine used to do it. can't remember caused it. doesn't do it anymore though.

It's a Ba thing, I know the exact shudder your talking about my dads BA ute does it and i drove one of the guys cars at work he has a BA xr6 sedan and it does the exact same thing.... Wonder if ford have a recall or rework for it. Haven't looked into the problem as it only does it occasionally. My guess is it might be something internal in the steering rack such as the hydraulic piston shuddering.... I do have a theory I know ford steering systems require mobil fluid 424 which is a golden coloured hydraulic fluid and most people don't know and just put in dexron 3 which is ATF so check your pump reservoir and see if it's red, if it is give it a flush and put the right stuff in.

Its most likely one of two things. Either it has an airlock in the system (you should never open the power steering cap when hot as it can suck in air they're a pressurized system) or it has the wrong fluid. It should have a clearish yellow fluid the red stuff causes a shudder. A lot of mechanics don't realize and just top it up with red stuff...

Shudder was mostly caused by dodgy high pressure hoses in early model BA's.

I think there was a replacement hose made available via TSB's. If the customer complained, you got a revised one under warranty.

It was finally resolved in the BF's, and the BF hose is the part listed for BA on. I don't know anyone with a BF that complains about steering shudder under normal operating conditions.

I'd also be replacing the fluid. Lets face it, a BA is upto 9 years old now. It would be criminal to leave fluids in a car for that long and expect them to perform normally. Specially hydraulic fluids, which should be changed every 2 years regardless.

P.S. If you turn the wheel while the car is off, it will induce air into the system and the steering will shudder - even in a BF. Takes about 15 to 20 mins of driving for the system to self bleed and go back to normal.

I've had BAs and BFs shudder, most often it has been after the car was on a hoist and steering turned by moving the road wheels with engine off.

Lifting the front off the ground and running the engine and turning the steering wheel from lock to lock a few times fixes it.
