The pulley is pressed on. You have 2 options, find someone with a press, or return the new pump to to the shop and buy one with the pulley already on it.
I got caught the same way.

but you cant get the pump off without getting the pully off and on the new pump it has a thread inside the bit that the pully goes on

you can easily get the pump off with the pulley attached.
use 1/4 inch sockets and rachet with a extension.
angle the sockets once the bolts are crakced open.

the thread inside the new pump is there for the special tools ford use to remove and install the pulley. ($200 for installer and $200 or remover)

install a new pulley if you got a ford pump, just rattle gun it on with a bit of grease on the shaft and a correct size bolt.

otherwise bursons is the onl place i know that sell the pump with pulley attched.

come one man. put a little effort in. you can get them off with spanners alone. i've never once had to take the pully off to do a pump.

but if you really want to a basic 3 leg puller will get it off

if you mean the black pipe running under the exhaust manifold, its the heater pipe just slips on with an or ing on the end. so pull the pump forward evenly.
if the pipe is corroded get an extension from ford about $10. and a bit of gasket goo on there when installing never hurts.
