only thing is it works while under cruise and not when u put the boot into it, it changes the timing and gives lower rpm and increased fuel econamy aparetly but i get s**t k's anyway.lol

Its not like vtec, vtec phsically moves the position of the cam to alter valve timing. Not exactly sure how VCT changes cam timing.

as far as i know and have had discussions with the guys at G&D performance, it only works at cruise as i said before and it retards cam timing to give you better economy, i wish it would work through out the rev range as you could change it to give better down low and middle tourqe and what not.but yeah i dony know why ford did it but its a grouse engine and definatly has potential with some mods as its similar to the HP head.

VTEC doesn't change cam timing, it actually changes cam lift.
From memory it does it by changing the rocker ratio somehow?
Dunno, cant remember now.

VCT moves the whole cam/cams.

so can anyone explain how VCT achieves this?

There was a good youtube video posted a while ago by (I think) xcabbi, if anyone could give me a link I'd be grateful.

Basically, the camshaft is suspended in a sproket and can be physically pushed fowards or backwards laterally in relation to the valve gear (using pressurized engine oil in chambers on either side of the camshaft) to advance or retard the timing. Its hard to explain in words but the youtube video I have in mind explains it really well.

Edit: here's a simular one though not what I had in mind:
