Where does the transport act say you cant have smaller wheels? As long as the rolling diametre of the tyre is the same and the offset is right and obviously they clear the suspension arms and caliper then why the f**k not run 14's. Abouth the only negatives I can see here are that 14 inch rims are gay if they are on anything bigger than a mk2 Mini cooper S and you might notice a 'softer' ride with a bit more movement in the tyre wall. Oh, while I think about it, if there was no tyre on all the rims will the car still roll on its wheels??

wouldn't really roll. Would be more of a slide.

I think that may be a provision in the ADR's, wheels have to be of sufficient diameter to allow the vehicle to roll on its rims in event of simultaneous blow out.
