Not neccessarily, it is often the amp itself, poor protection systems can cause this, as the protection system turns on before the power supply has finished coming up to its operating voltage. I have had an extremely expensive Phoenix Gold amp do this and I had to add a timing circuit to the protection relay to delay the outputs to avoid this. An oscilloscope will tell you if it is the head unit or the amp. I personally haven't seen a head unit do it but then I don't use Pioneer myself.....
