as for the legal side of it, in wa you can have neons on your car if they satisfy three things.

1. they were wired in by a certified auto electrician
2. other cars on the road cant see any of the globe/tube/neon or whatever you call the part with light or
3. they dont flash, change colours, or pulsate or act in anyway to create a distraction to other road users.

that came from a vehicle inspector at the licensing centre.

so in your case if you were in wa you could only run neons that flash with the music when your parked in a carpark or a driveway. south aust may be different though

you also forgot that Red, Blue, Purple, White and Orange are illegal.

depending where you put them some colours are illegal yes. blue underglow neons are ok if they follow the other three rules, but a red and blue neon in your gril or parcel shelf obviously isnt

of course one has to ask, why would you want neons to flash with your music? are you likely to use your car as something to drive you to and fro places, or is it going to be used as a portable stereo for parties?
