is a s**t system with too many inconsistancies..
I know from experience. Until I moved out of certain areas and was of over about 25, I was regularly pulled over and searched. My crime at the time? driving down a main road. happened 7 times in 4 months. even a letter of complaint to the cops didn't help. But a letter of complaint from my solicitor did. Turns out some smart a** cop had tagged my plates, so every time they saw me they searched my car. Didn't bother persuing it. but they stopped searching and started waiving at me when they saw me. Funny s**t, but irrelevent

It is a dodgy regulation but hey its implemented and there aint a great deal u can do ... the legislations does sorta state if the vocals can be heard outside the vehicle...so does that entail if I crank up a test tone disk at max volume it isnt considered to b offensive even tho my passenger cant hear my own screaming vocals lol ... but yeh if what is audibly being produced from your stereo system is heard louder then the 'normal' background noise of that area then legally they can sting you without really having to prove any actual noise level value being met or breached
