The rust on the centre you cant do much about. Once chrome starts to rust its there.
I have heard of people having good results cleaning up chrome wheels with good old Coke.

CRC or WD40 and steel wool. It will remove the brake dust and take the rust off. Providing the chrome isn't flaking they should come up ok. Then wash off with de-greaser afterwards.

The rust will reappear overtime unless you do something to treat it.

It works with just steel wool as well but the CRC or WD40 helps break down the brake dust and rust.

If you have plastic centre caps just wash them in warm soapy water with a soft cloth as the chrome on the plastic is not that durable.

steel wool and warm soapy water works too, make sure u use the finest grade of steel wool though, otherwise u will scratch the chrome.

or use butter instead of the soapy water with the steel wool, go gently and all will be fine
