Hey, ever since i got my car the rims have been shoddy looking.. there the NA standard alloys, anyway the problem is that theres a hard layer of s**t over the surface.. something i cant get off without "scratching" it off, i bought a chemical wheel cleaner but that did nothing i have no idea what to do to get the s**t off.. any ideas?? the parts where i could get shiny it has a nice chrome look...

You could try either straight kerosene (wont harm your finish at all) or an orange citrus based commercial degreaser (get it from super thief, repco, etc) or I have also used a product called 'Grease Monkey' which I got from BiLo which also did a good job on my wheels. Whatever you do, just take your time and keep plenty of soft rag handy and be patient!
cheers,
dave
