just fit some brake pads that give off a lot of dust and don't wash em...

stain them? i don't see how that'd be possiable as I cannot imagine that the metal would soak it in to stain them, and ontop of that they'd already be sealed with clear coat and that probably. maybe have them powder coated?

You probably want them powder coated. That or painted but painting is more prone to chipping.

Of course it's removable, you can sand it back.
I was quoted about $70ish per wheel. It also depends on the size and shape of wheels. Simple spoked ones will be a lot cheaper than those with winer details and hard to get into spots!

Perhaps a clear lacquer with a dark tint?

Powder Coating is the way to go... I was quoted $90.00 per wheel in VIC for my BA XR rims

I have seen it done and personally it looks s**t but it does hide the brake dust and as prevoius posts say get a set of pads that are dusty & get a et of slotted rotors and in less then a week you will have that stained look on the rims as I clean my rims every week I know how much dust covers the rim
