whats it saying when you are trying to do it? Check that the File is a JPG file and that its not too huge

well then resize them in PAINT

open the picture in paint then go up to IMAGE then SKETCH AND SKEW and then reduce the size horizontilly and verticly, make it about 50% on both, then you have to go to file and then save as
