That tube goes to the vacuum tank. Gives you a reserve of vacuum for when you are at WOT and the motor has no vac.
I'd say it connects to the inside of the car near where the tube from the manifold goes. Those heater hose spring clamps are so easy to remove when you have a spring clamp tool...

The reservoir vacuum line joins a tee piece - the engine vacuum line with the check valve (which is behind the washer bottle) also plugs into this tee piece, then it goes through the firewall to the airbox connector. Make sure that check valve operates properly, they are a common fail item.
The CC dash unit has a separate vaccy line from the engine - you can connect this to the one line, but make sure it connects somewhere between the engine and the check valve, you might want to relocate the check valve closer to the airbox for this purpose. This line may draw a lot of vacuum, and can reduce the vacuum to the airbox actuators, causing doors to not open fully or be sluggish, so you may need to restrict the CC unit line.
