When I did the CC conversion in my wagon, mine was broken, so I repaired it with coat hanger wire.
The wire goes through the centre of the pivot through drilled holes and it bends into a hole in the actuating lever, the other end bends and goes into a hole drilled in the flap itself. It is glued but the main strength is borne by the wire. Bit hard to explain without pics, but it is very robust. Glueing by itself won't last, and I doubt self tappers will last (they might). Since you'll need to pull the dash, you may as well do the best job you can. Optionally, get another recirc airbox from the wreckers.

You have to remove (or at least unbolt it) the dash to get at it. The repair is easy enough. Drill a hole through both parts of the broken shaft, fix with superglue and put a small bolt to hold and strengthen it. An alternative to fixing it is to remove the glove box and drill a self taper into the heaterbox to hold the flap up.

There is no "part" of the dash in an EF. It's all or nothing. The whole thing needs to come out then it's just a few bolts holding the recirc in.
