Its cause of the cluster. You need to add the resistor into the cluster to make the lights work. Its mentioned somewhere in the install docco.

hrmm,
Ignition on: LCD does illuminate so you can see it in the day. The side panel doesn't. Parkers on: The LCD remains lite, and the 'avg, dist etc, (side panel) illuminates. Sounds pretty straight forward to me. But if this isn't the case, you may have the dimmer/parkers wired the wrong way?¿

Trip comp, not cluster. Unless he's changed the cluster also.

Then Low El is on the money then, WHen fitting a Fairmont Cluster to a GLi/Futura or XR you need to solder in a resistor in the cluster. It allows the LCD to illuminate/dim. Without it the cluster expects the BEM to control the lumosity with the variable feature in fairmonts, However with lower spec cars, this is done via the cluster. Please read the doco on changing instruments. http://fordmods.com/forums/documents.php?doc=14 You are required to solder a 1watt 47ohm resistor. costs all of 10 cents and take around 10 mins to discect the cluster and solder.
