gday im fixing my dash but cant get the cluster out over the steering wheel!! how od i lower it or remove it to get the cluster out

Do you have a tilt adjustable steering column? If I adjust it all the way down, I can sneak it past the wheel towards the passenger side. Option 2: Remove steering wheel and option 3: remove the steering column trim and undo the 2 bolts holding the column to the dash and you can lower it to the floor, like so:
