Don't worry bout sanding just give it a clean to make sure theres no dust or crap on it use a plastic primer spray two coats should do then a vinyl plastics spray paint two or three coats should do what ever density in color you desire, then a coat or to of clear coat finisher will give it a bit of shine and protection but isn't a must!!
hope that helps

Don't use vinyl plastic spray - this stuff is designed to soak into soft plastics/vinyl/leather (dash pads, door trims, etc) without the use of a primer.
For hard plastics use plastic trim primer then normal spray paint (touch-up acrylic or quick dry enamals).

man seriously just give it a good clean with some soapy water. let it dry wipe off any dust. give it a few coats of the colour of you choice with small drying time in between each coat. let it dry and wack it back in. mine got 2 coats of paint an it looks fine. dont forget it will barley ever be touched again (unless you take the cluster apart of course) so it doesnt need a huge amount of coats. if yo wish to put clear coat on for some shine thn it is up to you. i wouldnt make it shiney as it may get glare from the sun.

The clear plastic has a few clips thats pretty obvious and there are some screws on the back that take the shell off and then the interior will lift out, mine was done and it's easy as hell. Didnt even really clean it just a quick wipe down.

Mate mine's a BA but here's what it looks like...
May not be the colour choice for everyone, but matches the rest of the interior... Cleaned, primer, 3 thin coates of quick dry enamel, 2 medium coates of clear gloss - with 20 mins dry time between coates, but then I'm in Central QLD - so dry time may vary for you...
