Recently purchased BF has spots all over the centre console/radio control, apparently it was professionally detailed before hand and whatever kind of oily product they used on the dash they've wiped over the rest of the silver pieces around the centre control panel, any ideas on what I can use to remove it without damaging the finish.....???

Id say it was silicone based polish. Use Metho and it will come off. We use to use it to clean up whiteboard when I was a cabinet maker so I cant see its going to eat anything.
