This is the default position when there is no vacuum available. Check all vac pipes in engine bay from inlet manifold are on and not split etc.
Can you hear any hissing down near the glove box with engine running.

You have definitly lost vac somewhere.

i cant hear any hissing noises down near the glove box but there is a hissing noise when the car is turned off near the break booster, could that be it? just took apart the glove box and all the colored hoses are in the respective places couldnt hear any hissing from them whislt the car was going

Ok Arm yourself with a 15" piece of garden hose or the equivalent and using it like a stethascope try and locate the hissing. You said it sounded near the booster, how are your brakes, do they seem harder to use than usual if so the booster or the booster vac hose/non return valve may be faulty. Anyhow play doctor and see what you find. Just be carefull where you poke the hose with the engine running, we tend to forget what the engine is doing.
