NSW you're still meant to get an emmisions test (at the discretion of the engineer ofcourse) but they're free up there anyway. its worth noting that the engineer that Troyman used is actually on the VASS list, so victorians can use him. assuming you can explain why you're using a NSW engineer when you live in Vic

ok, I have found two guys that will engineer without needing an Emissions test, both seemed fair and reasonable with there requests for the other items on the car (like making sure the crankcase ventilation is sill hooked to the intake plumbing before the turbo, etc) and I have an appointment with one in the coming weeks, will keep you informed of the outcome.
I am still amazed at the varied requirements from the different engineers, as xcabbi wrote there really needs to be a uniform set of instructions in place, it couldnt be that hard to work out, similar to the guidelines in place for engine conversions you could have a table relating vehicle weight to engine size (x1.6 for turbos as per cams regulations) outlining the need for brake upgrades etc... I'm no engineer but surely it could be done so as to remove some of the grey areas. one guy even asked if I had a towbar, when I said yes he replied we could say the turbo was for increased torque for towing purposes, I like the way he thinks, lol

Keep us in the loop. Sound like there is some interesting information to be had. Have been having evil thoughs about a turbo boat and/or a turbo Mav.
