Can someone please clear up the whole engineer certificate delima for a turbo system (on my XF). I have heard so many stories of it not being possible, I have been told that if you have all the relevant heat shielding, clearance with the exhaust and 4 wheel disc brakes that can stop the car efficiently then you can get it, but if you have an aftermarket ECU you have to do emission tests with the EPA which are basically impossible to pass, and cost $2000 to do for all the chemicals and if you fail it you lose your money and have to pay again to get it done, is any of this true?

btw this is in Melbourne

Its not just an aftermarket ECU, its if you add a turbo into a non turbo car then you need to have the emission test.

If your car is a pre ADR 76 model ie leaded then you run it on straight gas then you might find a friendly engineer to pass it without an EPA test if your lucky.

Thanks for the reply Dansedgli, I was told that if you use the original ECU and turbo charge then you do not need to do an emission test, you only need an engineers certificate to verify that the turbo is installed correctly, has adequate shielding and your brakes are sufficient?

Yeh tried a few, could always try more, it sucks living in Vic, in QLD they jsut get a blue plate, no emissions testing at all.

dan has followed this whole procedure through with his turbo au, had EVERYTHING organised, just didnt have the tuning perfect in time for the engineer or something ay dan.....

anyway, i know in S.A ANYTHING that changes the volumetric efficiency of the engine is illegal, unless you prove continued emmisions compliance

Yep, I rang every engineer on the vicroads web site trying to get out of that emission test.

Ended up booking it in in NSW but the car went in to be tuned and the ECU was without a map when I needed to drive up there.

I was relying on the fact that my RWC guy honored interstate mod plates and was hoping that a cop wouldnt call my bluff on it if I got questioned.

It never got done, I sold the car and now have a stock standard EA.

Yep I got mine done in Qld, regoed the next year easy, even stopped by cops and they were happy to let me go on my way... was sideways at the time too :D

BUT, I had the Wolf ecu VERY well hidden and the eec still wired and looking stock.
Make your install very neat and tidy, heat shields, propper air box, recirculating bov, intercooler mounted well and not sticking out like dogs balls, all wiring looking factory and you'll be fine... in Qld, other states I dont know...

Yeh Chef is right about QLD they have what's called a blue plate, its only engineer side of things making sure its safe, there is no emissions test at all.

Vicroads quite happily honour blue plates I'm told.
Theres a dude on these forums who own a blue or purple ED xr6 with an AIT kit on it, and a QLD mod plate. And he got his Vic rego easy. Sounds a hell of a lot easier to go for a drive up to QLD, get mod plated, and drive it home. Rather than stuffing around with engineers in Vic. Even if you do get it engineered in Vic, the cops will still can you for it... Damn Springnats...

was looking at the epa, its s**t, they get you on everything, how the f*ck does having a bigger intercooler effect your emissions?? you can have a pod filter, or an intercooler, not both????is it just me, or does it just seem they are making these pointless laws just because they can???

"Alternative, replacement or aftermarket EFI systems
are not permitted unless ADR certified for that
particular vehicle make and model.
Extra or larger fuel injectors are not permitted.
Variable fuel pressure regulators are not permitted
unless fitted by the manufacturer as original
equipment.

well that f*cks everyone up then doesnt it....

4. Turbochargers/superchargers
Turbocharging or supercharging an engine has the
potential to increase the power of the engine.
Designing a system that meets the ADR is a complex
process. A poorly designed or fitted system will
significantly increase exhaust emissions, increase
fuel consumption and reduce engine life.
An emission-controlled engine may be turbocharged
or supercharged only if:
􀂃 the conversion is unconditionally endorsed in
writing by the vehicle manufacturer as being
ADR compliant
or
􀂃 the type conversion has ADR certification
or

􀂃 the converted vehicle is in all respects identical
to the production turbocharged/supercharged
vehicle.
Fitment must not interfere with the effective
operation of any other emission control system or
device, including the evaporative emission system.

External wastegates are not permitted.
