can and one tell me what these holes are for and were do they go???

Ahh !! Upload smaller pics...
The bottom hole goes to boost [best at turbo] the top one is vented to atmo...

Now if your running a EBC or even mechanical boost controller inside cabin ?? Boost can be applied to the TOP vent to adjust boost on spring.
Essentially rising boost above spring pressure..
But that best sorted on dyno where it can be tuned...

If the wastegate is setup internally for it which im sure that one isn't (ebay wastegate?) there should be a bolt that goes into that hole which pushes against a washer (of sorts) to add more preload to the wastegate spring. So by adding more preload you increase the pressure against the wastgate valve so it takes more pressure to open, so allows more exhaust pressure to the turbo, so = more boost.

But don't just put a bolt into the hole and expect adjustment. If you pull the top hat off the wastegate you will find that there would be nothing for the bolt to push against. You will have to make up your own.

by a decent wastegate first ,bottom hole goes to turbo or intake before t/b top usually goes to electronic boost controller
