well a shaft is round and usually sits in bearing and the shaft spins
you get shaft play when the bearing or the shaft wears and the shaft can move in the bearing causing vibrations and is bad

Non ball bearing turbo's need a bit of play as the bearing floats in oil on both sides...With oil pressure the shaft is held by oil.....
But check that wheel has clearance from housing....

Yeah, as above, but up to 1 mm up and down is fine on most turbo's, there should be no play in and out.
If theres been alot of up/ down play you will see scrape marks inside the comp housing where the wheel has being hitting... if really bad the sound like a siren while driving
