Alright 5-6k on the motor including labour. Something like this would be nice.

GT40P heads - 700
Explorer Manifold - 500
Cam - 400
R/rockers - 500
V/springs - 250
Head Gaskets - 75ea x 2
Timing chain - 130
Gaskets(inl' manifold, t/coveretc) - ~150
TwEECer + tune - 1500
Labour you'd probly end up paying $1000 plus for depending on where you go.
All that and you'd probly end up with some change out of 6k for things like bigger maf housing, 65mm t/b etc, and maybe even high stall and tranny cooler.
Depending on cam choice will make a very nice combo on the street.

With the budget needing to include labour its tough to get up to alloy heads, but as Jeff mentioned a set of GT40P's will give you a reasonable gain, provided its in conjunction with an intake manifold and cam swap.

The other thing to consider which hasn't been mentioned yet is the condition of your current engine. Will it need an overhaul? Trying to gain 30% or more out of a 13 y/o bottom end is asking for trouble.

A pity the ED doesn't really have a great deal of flexibility in it, which necessitates the need for a Unichip or Tweecer, with an EL or later engine a power upgrade is a lot more affordable due to the better components and ECU they came with.

I've got basically what you have except mines a wagon.

First up I fitted some underdrive pullies. Will rev quicker through those gears.

Secondly, the auto died so I put a manual in. Much better acceleration.

Finally, AU inlet and throttle body. Breathes much better, just kicking myself that I didn't at least put in another cam or ported the standard heads.

If you are handy with tools and have some wise and knowledgable mates and this job could be done cheaply.

Actually the EEC lV takes mods much better than EECV...
