hey all i have a NC Fairlane that the ecu seems suspect as there is a hi pitched squeel noise coming from it feedback maybe? can someone tell nme what the procedure to change one out is

A high pitched squeal coming from the ECU? Usually you can get that sort of sound with certain discrete components either failing or vibrating. But seeing as the Ford ECU's are pretty much surface mount, I can't see what would be vibrating.
Anyhow, if you're sure it's the ECU that is faulty then just unplug the ECU and get another appropriate ECU from a wrecker and plug that in. Nothing special about the procedure.

There's actually a lot of through hole components on an EECIV Vic. Could possibly be an electrolytic capacitor on the way out. Take the lid off the case and listen and tap the capacitors you can see to narrow it down.

Well the sorts of discrete components that could emit a squeal could be transistors ( the ones mounted on the side of the case ) or wire links vibrating in sympathy with the PCB or electrolytics, as Pete said.
Mind you I don't know many folks who are willing to actually repair it themselves. If the OP says the item is actually faulty then he's got to be willing to identify and replace any components he suspects, with the same spec component and keep going by trial and error till the fault is resolved. If it's just a squeal and no fault then for sure, you can bond any vibrating component to the PCB with some silicon or hot glue. Easier to borrow an ECU and confirm the fault is gone than to piss about replacing components until the fault goes away.
