BUT MY THERMO FANS ARE ALWAYS ON IN MY EF FAIRMONT WHEN MY CAR IS ON THE ONLY WAY I CAN TURN THEM OFF IS IF I PULL THE FUSE OUT.

Thermos are controlled by the ECU. Are they running at high speed or low speed?????????.
You can run the ECU diags and see if you get some codes to give you an idea of whats wrong.
Fans also turn on if the Airconditioning is on as well.

Might have a dead sender,
Inspect the one just under the thermostat.

If this is undone or open circuit, it'll do what its doing now.
