cops can do a height check with the car fully loaded, if you don't pass, defect.
in the event you get a roady/take it to vicroads, you're going to have an empty car.

so if you wanted to be safe, it would be fully loaded.

I remember speaking with a policeman a couple of years ago and he told me the rule was that -

"The vehicle must have at least 100mm ground clearance at any time."

So it can be when its parked with no one in it, or even with a full carload of blokes, several full eskys in the boot and towing a trailer with a car on it!!

Technically 100mm fully loaded.
But there is a s**t load more variables that affect the LEGAL lowering of cars.
2/3 of the original bumpstop travel for the lowest car in that range must remain.
No part of the car can touch the ground if it has a flat tyre.
600mm from centre of headlight to ground level is the minimum.
It is not as easy as 100mm but as a rule its all they go on by the roadside luckily.

Based on that fact my Mum is the best around!

when my old mazda got defected, the cop who defected it said it looked pretty low but it should be ok. then when i took it to the motor registry they wouldnt even test it because it was too low, they told me the legal limit is 100mm with 68kg in each seat
