The tone wheel or sensor on a wheel might be a problem, looking at your AVTAR I am assuming ED, there is diagnostics that can help track the problem. Is the ABS light working and is it flashing or on?

Had the same problem in my car once, and it turned out that it was just a dirty abs sensor on the front. My abs light was on though... Is yours comming on?

NAR no ABS light
Could it just be bad brake fluid?

how long ago were your rotors machined/replaced?
might just be warped rotors. or am i getting too simplistic.

You need to disable the ABS to find out if the problem exists with it or the problem lies with the disc rotors/pads.
IIRC it is similar to the EF/EL's - remove the ALB fusible link in the engine bay(some one will no doubt correct me). The braking system will still work without ABS - the 'Check ABS' light will stay on.
