Generally speaking, are coil over suspension ment to be adjustable while fitted to the vehicle? Or should they be removed and the spring compressed before any height adjustment is made?

im pretty sure the TIEN suspension is fully ride and shock adjustable on the car iirc they even do an in car for the shocks

Normally on car adjustment is possible with most as far as ride height is concerned, generally at full hang is easiest and way to go. Valve adjustment varies with manufacturer, some like Koni need to be fully removed to do this.

i have coil overs on the front of my el ghia and all i have to do is jack up the front tyres of the ground and undo the locking nut on the coilover and twist up or down to what ever height you wont.

Yeah, the Nolathane (rebadged Pedders) units I have are adjustable on the vehicle it turns out. I just did as you said above.
